Getting this error when try to download QSLs from LOTW with version 5.4:

Error 503

Page Request Limit!
Only one page request per user at a time is allowed.

Please allow sufficient time for the previous page(s) to finish loading before submitting any further requests.

Is this a bug?

Seems to be a user error. When not, a server side error.
