Time contact in LotW & eQSL. Local or UTC?

I have detected the following:
I make a contact with England at 23:56 local time and send it to eQSL:



I check eQSL and it's in the outbox with the contact time at 23:56 h:



In the eQSL inbox I have the confirmation from the England contact and the contact time is 21:56 h. UTC time:



Therefore, there is a 2 hour difference and when I download data from eQSL I get red:





This situation is continuous and if the number of daily contacts is high, it is a nightmare to edit them in eQSL. I don't want to think about a big contest what would happen ...
Seeing what happens with the eQSL, I have not tried with LotW yet but I think it will happen the same, at least the ADIF files I think RumlogNG generates with local time.
It should be informed of UTC time and not local time, don't you think?
The ADIF specifications that say about the contact time, local or UTC?
I have not read them but the logical thing would be to report the UTC time, right?
Perhaps he is wrong in all this because I wonder that no one has reported it, but logically it should be like that.

Before what I explain above, when you upload a recent contact, it alerts you that the contact time is in the future ...
2 hours apart, of course.

All dates and times in HAM radio must always be given in utc!

There is a local time option in RL, added on user request. There are user groups (mainly in Asia) working local QSOs only without using LoTW, eQSL, Club Log or exchanging paper QSLs.

I started in September after 20 years of inactivity.
And now, how do I organize more than 200 contacts and 80 countries in my registry?
If I could fix it in one go, that would be great, and I would send them all over again. If not, should I export them all to ADIF and manipulate each one and then import them back to RumlogNG (after deleting the log)?
I have notified them in both LotW and eQSL and now it is a problem for me !!
In addition, I already have some contacts already confirmed in LotW and eQSL, so it appears in RL.
That's why I had so many complaints ... !!

I take advantage of the thread to indicate that the image never appears in the information window, when, for example, the operator in QRZ has a header image. It would be nice to see his face or an image while you contact him ...

Hand-corrected, uploaded and 47 countries confirmed in LotW.
EQSL and Clublog are missing, but will be shortly.

As much as I looked in the settings, I didn't see the local time option.
