New EditDXCC, Changing of a main prefix is now supported

I have added a new version of the application EditDXCC for separate download.
Sometimes the main prefix of a DXCC changes for any reason, maybe after political changes. For example the Cook Islands changed from ZK1 to E5 and Bosnia-Herzegovina changed from T9 to E7.
RUMlog and RUMped use this main prefix as primary index for the DXCC country computation. A database named DXCC.rsd contains all needed information. The application EditDXCC allows the user to keep this database up to date and modify it to his requirements.
Unfortunately, during development I have not taken into account, that a main prefix may change. That ‘s why I added a tool in the EditDXCC application to allow this.
It is important to know, that you have to modify your log files also using this new tool.
