I don't know what WAC is using. As far as I know, they use the ARRL DXCC lis.

But this dosen't change the situation. RUMlog uses the DXCC regulation implemented in Clublog. You should read this document: http://clublog.freshdesk.com/support/so ... ic-russia-

Maybe this is wrong, but I can't change it.

I don't see a problem with R23RRC. Where is it located?
RUMlog shows the same data like Clublog. See attached screen shots. Please note, RUMlog don't use the cq zone from the exception table. At the time I implemented this, these data were not reliable. Not sure, if it correct now.

You can see that with some Russian prefix Z16 is in EU but also in Z17 and viceversa.

I don' t know why if i put in my log R23RRC like you with same datas my DXCC is European Russia in Continent EU !!
I had to select RECALCULATE DXCC FOR SELECTED QSOS to get the right DXCC.

And again something is wrong in your software because if you input UA9XF Rumlog WAZ is 16 and ClubLog is WAZ 17 ! Correct is WAZ 17 ! as reported in ClubLog and document and links that is sent you. Same for continent. Watch well links.

Zone calculation is a different story. As written before, I don't use the Clublog information for that. I have to check for the latest changes. The suggested zones are just a hint.
I don' t know why if i put in my log R23RRC like you with same datas my DXCC is European Russia in Continent EU !!
It seems the used DXCC database was not up to date.

Today I was able to talk to an ARRL representative. I made the following decision:

UA9F, UA9G and UA9X count for European Russia, UA (ADIF 54)
UA9F, UA9G and UA9X count for the continent Europe.

The RUMlog logic will not be changed.

For all major contests it is considered, that these areas are located in Europe.
