USKA contest rule changes

Hi Thomas,

There have been some rule changes for the USKA Helvetia contest, I'm not sure if you know about them:

If you cold incorporate them into RumLogNG, that would be fantastic.

I implemented the new rules in version 3.1. It would be great, if you could cross-check it during a contest simulation.
