Oh, it's a timing issue; that explains why every now and then you see the Alerts window come up right away. Your right, if I just wait the window seems to appear on its own. The only reason you want to see the empty window is to know that you are monitoring the DX spots to the criteria you have set ...

RUMLOG remembers all the windows open at startup and tries to reopen them but the DX spotting window seems to be a special case. It won't open unless the terminal window is open and connected.
